In addition
to his responsibilities at the UACPA, Troy focuses on taxation
and investment strategies for Heritage Bank, a small community
bank, in St. George. Previously, he was a tax consulting and
compliance manager with Arthur Anderson, LLP in Salt Lake
City for many years. Troy is a frequent speaker and lecturer
at various CPA conferences, and he was a staff instructor
at Arthur Andersen’s Center for Professional Development
where he spoke on many topics.
He is a member of the American Institute of Certified Public
Accountants (AIPCA), the Utah Association of Certified Public
Accountants, and the Hospitality Financial and Technology
Professionals Association. Troy also sits on the AICPA’s
Governing Council Board as a voting member from the state
of Utah.
He earned both a bachelor’s degree in accounting and
a master’s degree in taxation at Brigham Young University.

He will discuss the realities the Act created, and its
potential repercussions. He will reflect on whether Sarbanes
Oxley has resolved the crisis and restored the profession’s
